The Regulatory Commission of Alaska Adopts Plant Replacement and Improvement
Surcharge Mechanism Regulations.
The Regulatory Commission of Alaska (Commission) adopted regulations that allow an eligible
water or wastewater utility to establish a surcharge to recover capital costs associated with
a
plant placed in service between general rate cases. The Commission adopted the regulations on
February 25, 2014, in Docket R-11-006. After legal review, the regulations were filed with the
Lieutenant Governor on May 30, 2014, and will be effective on June 29, 2014. The regulations
will appear in Register 210 of the Alaska Administrative Code.
The changes add sections 3 AAC 52.800 through 3 AAC 52.890.
