Public Notice for Alaska Power Company

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Alaska Power Company (APC) filed TA886-2, a revenue requirement study based on a 2019 test year. With TA886-2, APC proposes an interim across-the-board rate increase of 10 percent, effective November 9, 2020. However, APC requests permission to defer collection of the interim rate until March 1, 2021. In the event permanent rates are less than interim rates, APC requests to use the deferred interim rates as an offset to any refund obligation owed to APC customers, on a dollar for dollar basis. In the event that no refunds are owed, or deferred interim rates exist after refund obligations are complete, APC proposes to create a regulatory asset for all remaining deferred interim rates. APC proposes the amortization rate be set by the Commission in a future APC rate case. APC further requests a permanent across-the-board rate increase of 13.30 percent, to be effective upon completion of the rate case.
