Notice of Utility Tariff Filing


The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Cook Inlet Natural Gas Storage Alaska, LLC (CINGSA), a natural gas storage utility, filed tariff revision TA18-733, to revise two sections of its tariff.  First, CINGSA proposes adding a definition for Operating Balancing Account (OBA) to Section 2 (Definitions); specifically, that an OBA is a contract between two parties which specifies the procedures to manage operating variances at an interconnection point.  Second, CINGSA proposes adding language to Section 14 (Billing and Payment) that will require that quantities sold at points where OBAs exist be invoiced based on scheduled quantities. 

CINGSA submitted the tariff revision to address the future use of OBAs. The Hilcorp Kenai Beluga Pipeline (KBPL) settlement agreement approved by this Commission in Order No. P-13-014(4)/P-14-025(3) permits the use of OBAs at interconnecting points, and CINGSA states that it plans to enter into an OBA with KBPL.
