The RCA has scheduled a hearing to consider applications to discontinue service:

Alaska Telephone Company (ATC) and Alaska Power Company (APC) filed an  application, on June 18, 2012, to discontinue local telephone service provided by ATC in Chisana and Healy Lake, Alaska and to discontinue electric service provided by APC in Healy Lake, Alaska, and
Alascom, Inc. d/b/a AT&T Alaska filed an application, on July 19, 2012, to discontinue interexchange telephone service in Chisana and Healy Lake, Alaska.

AS 42.05.261(a) provides that a public utility may not discontinue service unless, after notice and an opportunity for hearing, the RCA finds that continued service is not required by public convenience and necessity. At the hearing, representatives of ATC, APC, and AT&T Alaska will be required to make a presentation explaining their applications to discontinue service and the reasons why the applications should be approved. Residents of Chisana and Healy Lake, Alaska and other interested persons will have the opportunity to comment on matters within the scope of the proceeding. Commenters should limit comments to ten minutes or less.

The hearing will commence promptly at 1:30 p.m. on Thursday, August 30, 2012, in the East Hearing Room of the Regulatory Commission of Alaska, 701 West Eighth Avenue, Suite 300, Anchorage, Alaska.  Any person wishing to participate telephonically should call 1-800-315-6338 and enter pass code 0830#.  Callers are advised to call a few minutes early to make sure a clear connection is available.
