is recruiting for a
Communications
Common Carrier Specialist III
. This is a full performance, advanced
professional level position. The incumbent will apply detailed knowledge of
economics, accounting, communications technology, rate development policies,
and other telecommunications disciplines to develop, defend, recommend and
administer policies on telecommunications cases of an unusual or complex
nature; cases with substantial political, legal, monetary, or market considerations;
cases requiring extensive and detailed knowledge and interpretation of federal
and state regulations, statutes, accounting practices, engineering practices;
precedent setting policy cases; and other telecom projects as necessary.
This position requires the exercise of substantial responsibility and independent
judgment and may be required to present advocacy and advisory positions
before the FCC, the industry, and the RCA, involving all aspects of
telecommunications regulation.
This position provides professional guidance and training to others in the section
and at the agency on an as needed basis. This position, as needed, reviews the
technical accuracy and reasonableness of the written recommendations
submitted by other members of the section.
Must have the capability to independently negotiate and advocate policy
positions as a Federal-State Joint Board/Joint Conference participant, based
upon analysis and expertise concerning how changes in federal policy will affect
the economic, financial, competitive, service availability, and public interest in
Alaska.
