The Regulatory Commission of Alaska (Commission) is seeking further input on applications filed by Harvest Alaska, LLC (Harvest Alaska) and BP Pipelines (Alaska) Inc. (BPPA) for approval of the transfer of the following BPPA assets to Harvest Alaska: (1) an indirect 32% interest in PTE Pipeline, LLC; (2) an indirect 50% interest in Milne Point Pipeline, LLC; and (3) Certificate of Public Convenience and Necessity No. 311 (authorizing BPPA to own and operate a 48.4410% share of the Trans Alaska Pipeline System pipeline and a 47.5881% share of Valdez Marine Terminal tankage assets).  Dockets P-19-015, P-19-016, and P-19-017 were opened to address the applications.  The Commission received numerous comments regarding the pending applications. The comments both supported the transfer of BPPA assets to Harvest Alaska and expressed concerns with the transfer.  To allow additional comment on the applications, the Commission schedules a public input hearing to convene at 3 p.m. and conclude at 9 p.m. on February 4, 2020, in the East Hearing Room of the Regulatory Commission of Alaska at 701 West Eighth Avenue, Suite 300, Anchorage, Alaska.  An order scheduling the public input hearing and providing additional information regarding the proceedings will be issued before the hearing.
