Lifeline Program Changes: The Federal Communications Commission (FCC)
has announced important changes to the Lifeline Program. The effective date
of these changes was December 2, 2016. The changes include program
eligibility, rolling recertification, usage requirements, de-enrollment for
ineligible consumers, and the offering of Lifeline Broadband as allowed by the
FCC’s 2016 Lifeline Modernization Order. See the attached RCA Consumer
