Public Comment for TA190-13 by GVEA Member-Owner Gary C. Newman

1.	Lack of consideration of a demand side reduction of consumption such as with an inclining block structure for residential and light commercial at least is regressive at best and doesn’t take advantage of the opportunity to lower fuel and demand costs.

2.	GVEA’s request to put all fuel costs into the Cost of Power Adjustment (renamed Fuel and Purchased Power Charge) is not in the public’s best interest.

3.	GVEA’s requested OTIER is substantially higher their actual expected OTIER and there have been numerous missed opportunities to reduce operating costs.

4.	Rate Study was conducted without meaningful opportunity for member involvement.
