RE P-21-006   I am writing to you to express my concerns and opposition to the requested change of control of the ownership of Anchor Point Energy, LLC.  I am the owner of Home Run Oil Co. Inc. , a small family owned business in Homer Alaska.  I am extremely concerned that yet again another outside companies based in Louisiana or Nevada with no local ties to Alaska are attempting to gain ownership of the utility pipeline.  Our company has provided contract services in the past to the oil and gas industry.   We were significantly financially harmed when Buccaneer Energy and its sister companies filed for bankruptcy in 2014 and left us and other small community business and municipalities (Homer & Port Graham) with hundreds of thousands of dollars in unpaid bills. We were all caught in the Claw Back Bankruptcy rules which created financial hardship for all of us.  This new company Gardes Holding Inc. is seeking approval to buy Anchor Point Energy and keep its financial information confidential.  The RCA should not allow this.  Gardes is employing some of the same people responsible for leaving us with unpaid bills that we had to struggle to pay our vendors.  We did not walk away from our obligations even though it was painful and our business struggled.   The RCA should not allow Gardes to hide its financials and should not approve the requested transfer. You must protect the local Alaskan people and not let history repeat itself.
