Subject:  Utility Filing TA 903-2, EV Charger Exemption from Resale Restriction

I write as Mayor of the City of Gustavus to support the Filing TA 903-2 by Alaska Power Company to exempt EV charging stations from the restriction on resale of electric power from a utility.  We understand that the Commission issued Order No. U-21-022(2) granting, in part, a petition for approval of a two-part rate methodology for EV (electric vehicles), clarifying that EV charging stations are not public utilities or subject to restrictions on the resale of electric service, and allowing the filing of tariff revisions. That order required tariff filings implementing a two-part rate for EV DC Fast Charging (DCFC) stations and clarifying that EV charging stations are not subject to resale restrictions.  Filing TA 903-2 by APC is pursuant to that order.  

The City of Gustavus is committed to reducing carbon emissions by encouraging EV use. Numerous electric vehicles are registered here and more arrive frequently.  We are connected by the AMHS ferry to Juneau, which is home to hundreds of EVs. Many Juneau residents visit Gustavus throughout the year arriving by ferry. The City of Gustavus would like to enable EV charging at a central location to benefit those visitors.  RCA approval of the APC filing would enable installation of a public charger with resale option for the power transmitted.  

The City of Gustavus urges RCA approval of TA 903-2.
