In the Matter of the Petition filed by Anchorage Water and Wastewater Utility for Authorization to Create a Deferred Regulatory Asset for the Recovery of Costs from Earthquake Damage.

The Municipality of Anchorage d/b/a Anchorage Water and Wastewater Utility (AWWU) on behalf of Anchorage Water Utility (AWU) and Anchorage Sewer Utility (ASU) filed a Petition to Create Regulatory Assets for Recovery of Costs from Earthquake Damage.  AWWU proposes to record the extraordinary earthquake expenses as a deferred asset pending partial or full reimbursement from the Federal Emergency Management Agency (FEMA) and the State of Alaska (State).  AWWU is not seeking any increase in rates at this time nor is it seeking a ruling on whether the amortization of the net amount will be recoverable in rates.  Those issues will be addressed in AWU's and ASU's next rate cases.

According to its filing, the total earthquake related expense recorded for AWWU in 2018 was $1,485,707 for AWU and $203,954 for ASU.  The 2019 total earthquake expense recorded through October 2019 is $879,070 for AWU and $2,678,218 for ASU.  The total amount of $5,246,949 is pending recovery of some or all of the costs from FEMA and the State.

Dockets U-19-102 and U-19-103 were created to address these matters.
