Public Comment for R-24-003 by Homer Electric Association, Inc.

Homer Electric Association, Inc. (“HEA”) appreciates the opportunity to comment on the matter raised by the Regulatory Commission of Alaska (the “Commission”) in rulemaking docket R-24-003, considering changes to the regulations addressing net metering in Alaska. The Commission specifically seeks responses to a proposed increase to the capacity limitation provided in 3 AAC 50.910(b). The change to the regulation would change the floor of the net metering “cap” from 1.5 percent of a utility’s average annual retail demand to 20 percent. The Commission requests comments on the increase of the cap in the context of recent legislation regarding community energy programs. These comments are preliminary, and HEA will continue to assess the impacts of the Commission’s proposal on HEA’s operations and ratepayers as this docket progresses.
