I request a complete and unbiased explanation for the rate increase. The explanation must tell us, the rate payers of Juneau, why AEL&P spent over $22 million on a deluxe back-up generator when much lower cost options were not pursued, including, for example, burying power lines from Lemon Creek to the valley.
