In the Matter of the Petition filed by ENSTAR Natural Gas Company for
Authorization to Create a Deferred Regulatory Asset for the Recovery of Costs
Associated with the November 2018 Earthquake.
ENSTAR Natural Gas Company, A Division of SEMCO Energy, Inc. (ENSTAR)
has filed a petition seeking authorization to recover the net repair costs
associated with the Southcentral Alaska Earthquake on November 30, 2018.
According to its filing, as of November 19, 2019, ENSTAR
has incurred approximately $1.3 million in earthquake damage and repairs.
ENSTAR carries liability insurance that covers events like the earthquake;
however ENSTAR also has a $1 million self-insured retention, or deductible, for
which it is responsible. A detailed report of uninsured earthquake costs is also
included in the filing.
ENSTAR petitions for approval to create a regulatory asset allowing ENSTAR to
amortize and recover the costs through rates. ENSTAR is not seeking to change
its rates at this time but will seek recovery of the amount of the regulatory asset
in ENSTAR's next rate case scheduled to be filed with the RCA in 2021.
